Rating issues

When a citizen has been targeted for assassination, and confronted by the assassin, they will adopt a compliant posture and be shot, often a single shot will be sufficient to kill the character. Although there is ample opportunity for the character to try to escape, none ever do. Once killed the body will quickly disappear, there are no blood effects.
